Timothy Yaw Semanhyia is a development professional and researcher with over 10 years of professional experience spanning research, monitoring and evaluation, data analysis, project management, and development programme implementation. He holds a Master of Arts in Monitoring and Evaluation from the Ghana Institute of Management and Public Administration (GIMPA) and a Bachelor of Science in Actuarial Science from Kwame Nkrumah University of Science and Technology (KNUST).
He has experience in applied research, market research, baseline, midline and endline studies, data collection and analysis, and evidence generation, supporting programme improvement and strategic decision-making. In his previous role as a Research Officer at Beacon Ratings, he conducted research and analytical assignments that contributed to the development of governance frameworks, business models, operational policies, and other organizational initiatives.
More recently, as a Monitoring and Evaluation Consultant with the Ghana Skills Development Fund (GSDF), a World Bank-funded programme, Timothy supported the implementation, monitoring, and evaluation of 35+ development projects focused on skills development and job creation. His responsibilities included coordinating data collection and verification, supporting baseline, midline, endline, and other evaluation studies, analysing project performance, conducting field monitoring, identifying implementation risks, documenting lessons learned, and producing analytical and performance reports. He conducted 250+ field monitoring missions and coordinated skills development training activities serving 1,500+ beneficiaries.
Timothy’s research and consulting interests include development programme research, monitoring and evaluation, policy and market research, skills development and TVET, programme performance assessment, outcome and impact studies, data analysis, and evidence-based decision-making.
He brings a rigorous, analytical, and results-oriented approach to research and consulting, with a strong commitment to producing credible evidence, actionable insights, and high-quality research outputs that inform policy development, programme improvement, organizational learning, and strategic decision-making.
